Update on the Increased Loan fee legislation
The Fee-HELP loan fee will NOT increase from 1 July 2010.
On 2 November 2009 the Government announced that, subject to the passage of legislation, the FEE-HELP loan fee was to increase to 25 per cent for undergraduate units of study with census dates on or after 1 July 2010. Debate of the Higher Education Support Amendment (FEE-HELP Loan Fee) Bill 2010 did not occur in the Senate's winter sittings. The proposed amendment is not intended to operate retrospectively, and therefore the increased fee will NOT take effect from 1 July 2010.
The sector will be advised of updated information regarding the increase to the loan fee as it becomes available.
What is FEE HELP?
FEE-HELP is a loan given to eligible fee-paying students to help pay part or all of their tuition fees.
You can borrow up to the amount of the tuition fee being charged by your provider for your unit of study. However, over your lifetime you can borrow only up to the FEE-HELP limit. This amount is indexed each year.

A loan fee of 20% applies to FEE-HELP loans for undergraduate courses of study. The FEE-HELP limit does not include the loan fee. No loan fee applies to FEE-HELP loans for postgraduate courses, bridging courses for overseas-trained professionals, enabling courses or units of study undertaken directly with Open Universities Australia (formerly OLA).
You can pay tuition fees for a subject or unit which is:
- part of a course of study leading to a higher education award
- made available by a higher education provider, and accessed directly through Open Universities Australia
- part of a bridging course for overseas-trained professionals.
You may be able to pay tuition fees for a subject or unit in an enabling course.

What has happened to PELS, OLDPS, and BOTPLS?
On 1 January 2005 FEE-HELP replaced the:
- Postgraduate Education Loan Scheme (PELS);
- Open Learning Deferred Payment Scheme (OLDPS); and
- Bridging for Overseas-Trained Professionals Loan Scheme (BOTPLS).
